Measurements changing but weight staying the same

I joined a bootcamp about a month ago so had my first weight & measurment check in. Overall I've lost about 20cm but my weight stayed exactly the same.

Prior to this i had been averaging about -1lb a week just with cico and walking, i have still been tracking for the same amount of calories but have been following the meals provided with the bootcamp plus the training 4-5 days a week.

People have been saying 'oh it just means you're gaining muscle', i mean i get the difference between fat and muscle density etc but if i'm starting at a point of already being overweight i would have thought weight would drop as well if i was losing size?

not sure if i should be changing things up in any way or just stick to what i'm doing and see what happens over the next few weeks like maybe its a plateau or something?
