Is it possible to lose skinny fat without weights. If so how?

I'm walking on a very fine line here. I'm nearing underweight, but I'm skinny fat. I'm eating a little more calories than my BMR says to (my BMR is 1500 calories), I cut out soda and other calorie/sugar filled drinks and I've taken to protein powder since I don't really eat much of it. I have been running/walking for roughly two weeks and I've been doing plank for roughly one month and no changes have been made (not that I expected any this early nor do I think my diet or workout is good enough to see changes). I'm trying to lose my skinny fat but gain muscle so I'm not underweight but I don't want to be ripped, just slim or normal skinny. I can't afford weights or to go to the gym so I would like body weight related excersises. Is this possible and if so how?

Edit: it's also worth noting I recently started some HIIT training.
